The Zeq Ledger is the machine's chain framed for the people who reconcile it. It reads the same entangled state as the Entangled-State Explorer — every transition hash-entangled with the prior — but presents it for audit, not exploration: read-only by default, with transition and event totals first, so the question "does this add up?" is answered before you scroll a single row.

Why a separate app
The chain is one thing; the questions people bring to it differ. A developer watching a machine wants the live Observer; someone reconciling wants the Ledger's totals and its read-only posture. Same tamper-evident state underneath — the Ledger just meets an auditor where they are, and because the record is hash-entangled and clock-sealed, what it totals is what actually happened.
